Call to order and opening remarks The meeting was called to order at 9:00 a.m. in the central jury room with an invocation and pledges. Proclamations overview Five proclamations were presented to honor first responders, mental health awareness, therapy animals, and children's health. International Firefighters Day proclamation Hood County proclaimed May 4th, 2025 as International Firefighters Day and May 3rd as a memorial day honoring firefighters. National Police Week proclamation Hood County proclaimed May 11–17, 2025 as National Police Week with a memorial ceremony on May 10th. Mental Health Awareness Month and Children's Mental Health Awareness Day proclamation Hood County proclaimed May 2025 as Mental Health Awareness Month and May 8th as Children's Mental Health Awareness Day. National Therapy Animal Day proclamation Hood County proclaimed April 30th as National Therapy Animal Day, recognizing the benefits of therapy animals in the community. Every Kid Healthy Week proclamation Hood County proclaimed April 21–25, 2025 as Every Kid Healthy Week in coordination with Texas A&M AgriLife Extension and Cook Children's Center for Community Health. Public comment on battery energy storage and economic development concerns Residents Cindy Highmith and Clayton Holmes raised concerns about the Apache Hill Energy Center 200 megawatt battery energy storage project in Precinct 2. Approval of city of Granberry event application for 4th of July celebration The court authorized the county judge to sign the city of Granberry's event application for use of the historic courthouse parking lot for the 2025 hometown 4th of July event. Approval of city of Granberry event application for Memorial Day celebration The court authorized the county judge to sign the event application for the 2025 Memorial Day celebration at the historic courthouse parking lot. Voting precinct boundary changes for precincts 409 and 415 The court adopted changes to voting precinct boundaries to move the border from Eminem Ranch Road to Temple Hall Highway, taking approximately 1,300 voters from precinct 409 and moving them to precinct 415. Approval to display General Hood's First Texas Infantry Brigade flag The court approved displaying the General Hood's First Texas Infantry Brigade flag in the hallway of the historic courthouse as recommended by the Hood County Historical Commission. Approval of payment for historical courthouse canvas print for Small Business Administration The court approved payment of one-third of the cost for a canvas print of the historical courthouse to be displayed in the Small Business Administration boardroom in Washington DC, not to exceed $1,500 total county cost. Granberry artwork donation to SBA Washington DC The court approved Hood County's one-third cost share for a canvas print and framing to be displayed in the Small Business Administration office in Washington DC, representing Granberry and Hood County. FY25 rifle resistant armor and quadriped robot PSO grants approval The court approved resolutions for two PSO grants related to rifle resistant armor and a quadriped robot, which were due before the auditor's office had established policy and procedures. Real property discussion at 1475 James Road deferred to executive session Commissioner Eagle requested that item 7 regarding the sale, lease, or lease purchase of property at 1475 James Road be deferred to executive session, which was granted. Consent agenda approval with line item transfer clarification The court approved the consent agenda after Auditor Stephanie Matlock explained that line item transfers and ARPA fund reissuances were housekeeping and bookkeeping items with no new money being added. Twin Canyons estates final plat approval The court approved the final plat for Twin Canyons estates lots 1–3, block 1, subdividing 12.338 acres into three lots ranging from 2.592 to 6.004 acres, with private water and on-site sewage facilities in the road corridor district in precinct 2. BSPM Granberry plat approval The court approved the final plat for BSPM Granberry plat 1, lot 1, block 1, subdividing 7.569 acres with a dedication of 0.83 of an acre of right-of-way along Contrary Creek Road. Robinson Ranch concept plan public hearing and approval The court held a public hearing and approved the concept plan for Robinson Ranch, a 13-lot single family residential development on 30.01 acres in Granberry, located in the rural district in precinct 2. Rollstone estates phase 1 replat approval The court approved the replat of Rollstone estates phase 1, lots 1R and 2R, relocating a common line between the two lots to create a 3.537 acre lot and a 3.03 acre lot. PCON Plantation unit 4 replat approval The court approved the replat of PCON Plantation unit 4, lots A1-R1 and A1-R2, which subdivides lot A1 into two smaller lots of 1.6 acres and 0.3 acres respectively, in the water quality district served by Aud water and sewer. Landings east multiple replat approval The court approved multiple replats of various Landings east lots correcting minimum finished floor elevation discrepancies on the original plats that would have required unnecessary fill dirt. Invoice payment authorization The court approved payment of invoices totaling $539,587 and authorized payment of $95,785 for inmate housing for March 2025 from county jobs. Financial reports and bank reconciliations approval The court approved financial reports and bank reconciliations for April 1 through April 15, 2025, after the auditor's office reviewed all monthly reports and bank statements. Executive session on 1475 James Road property lease extension The court convened into executive session to discuss and amend a previous motion regarding the sale, lease, or lease purchase of property at 1475 James Road, resulting in approval of a motion to request the county attorney offer a lease extension.
